PACE contributions to OECD public consultation on the draft revised Recommendation on Transparency and Integrity in Lobbying

 

The OECD opened an online public consultation on the draft revised Recommendation on Transparency and Integrity in Lobbying to ensure that it benefits from the views and experiences of all relevant stakeholders. PACE, as a Europe-wide community of National Lobbyists Associations and public affairs professionals, is committed to the enhancement of the positive role that transparent lobbying can provide to democratic participation. Therefore, PACE welcomed the public consultation and took advantage of the opportunity to contribute.

 

The public consultation proposed the following questions:

  1. Does the draft revised Recommendation adequately reflect the emerging concerns and challenges in the lobbying and influence landscape? What additional challenges, if any, should the draft revised Recommendation address?
  2. What are, in your view, key aspects related to the lobbying and influence landscape that should be added to the draft revised Recommendation?
  3. What changes, if any, would you recommend in the draft revised Recommendation?

 

PACE’s main contributions were:

  1. Lobby regulations should be a two-way street. Lobby regulations tend to focus on the lobbyists themselves, but should include obligations and responsibilities of the public officials and not solely for those who carry out activities of influence.
  2. The inclusion of a Code of Conduct, publicity of agendas of public officials, cooling off periods, transition to the public sector, the independence, objectivity, and proportionality of supervision, and the transparency of media and social media.
  3. The inclusion of rules that not only curb undue influence but also promote and enable the transparency and integrity necessary in order for lobbying to be beneficial.
